These measures are not just of a technical nature, but also imply organizational questions (e.g. guidelines regulating what the operators of the network should be allowed to do), operational questions (e.g. how can I put network security into practice without disrupting the flow of the business?), as well as legal questions (e.g. what kind of measures are allowed to be implemented?).
Security in itself can only be seen relatively and not as a fixed condition.
